Re-Elect Ken Palmer to the Solvang City Council

My wife Beverly and I are 16 year residents of Solvang. I served briefly on the Board of Directors for both the Solvang Senior Center and the Elverhoy Museum. I have served two terms as Mayor of Solvang, almost 8 years on the Solvang City Council and two years on the Solvang Planning Commission.

I had a leadership role in City aquisition of the Triangle Property on Alamo Pintado Road and the 16 acres adjacent to the Village Collection homes known as Lot 72. Both are in the process of being developed into parks and playgrounds for use by all citizens.

My voice on the City Council is an independent one. I demand that the public's business be conducted in public so that all may participate in City Government. I support the business community and understand that it is the business community that provides sixty percent of the money needed to fund City of Solvang operating expense.

I have three priority goals that I intend to accomplish over the next four years.

1. To complete the water supply Master Plan which includes new wells in the river basin and a filtration system as required by the Department of Health.

2. To complete the two City Parks which have received Council approval, the Triangle Sunny Fields and the undeveloped park presently known as Lot 72. Sunny Fields is presently in the process of being annexed to the City. At the completion of annexation construction can begin. Financing for Sunny Fields in place. Financing for Lot 72 construction must be acquired from contributions or government grants. To achieve this goal, I have previously proposed that a grant program be established within City Government. I shall continue the pursuit of this goal.

3. Keep Solvang City Solvent. Methods and programs must be developed in cooperation with the business community that will increase both business income and therefore, that of the City in the form of Transient Occupancy and Sales Tax. The alternative is to cut City operating expense which may require the deletion or curtailment of City services.

To conclude: I am a retired assistant professor and administrator who worked ten years for the Los Angeles Unified Schools and twenty seven years with the Los Angeles Community Colleges. I am a Navy veteran of WW2 and a member of Santa Ynez American Post 160.

I am fully qualified to continue serving you as a Solvang City Council Member and I ask for your vote on your absentee ballot or in the voting booth on November 2.
