Smart Voter Political Philosophy for Charles E. "Charlie" Blair, M.D.

Candidate for
Board Member; Vandenberg Village Community Services District

The Village faces many unique challenges including, major improvements in our regional waste water treatment plant, interest in water quality improvement, increasing demands on our finite groundwater resources, and a proposed division of the County. I will consider these and other issues from three perspectives: How they directly affect the VVCSD operations; how they affect our over-all quality of life; and how they relate to wider area concerns.

I do not see how the proposed County split can help the District, the Village residents, or the County as a whole. While the current County governance may not be perfect, it is working. In terms of efffect on District operations,one concern would be trying to cope with shifting County water and related land use policies. Preliminary estimates before the Commission studied finances were of a $12 million deficit at current levels of service and revenue. The Commission's estimates are between $24 and $48 million.

I firmly believe that differences among parts of the County can better be addressed with it intact than with it a hostile division. We should remember that however, the new Supervisory Districts are divided,in effect,three will go to Santa Maria, One to the Lompoc Area, and one to the Santa Ynez Valley, wherever that line is drawn.

I will continue to apply my broad scientific background and on-going interests to bear on behalf of my fellow citizens. The Village will be well served by returning me to the District Board!
