Administrative Priorities

Where has all th money gone?
Every time I look at a campus in the District I ask myself, " Why does the school district own so much real estate and the children have inadequate resources? Are school boards in the land acquisition business or that of teaching? Understandibly, the campus size is mandated by State School Construction regulations. However, waivers have been granted throughout California to district's with strained budgets. At a time when resources state-wide are at best speculative, " why continue to acquire larger, expensive to maintain real-estate?" Now is the time to fore-go the status quo and forge new policy and doctrine. We can't afford not to.

My budget priorities require an extensive review of the District's books and see what funds are coming in and what can be done to loosen up funds for teachers, student resources, and infrastructure in that order. I don't see the construction concessions that are being called for as viable expenditures and will place stricter contracting mechanisms in place to achieve our goals. Fourteen Schools in fourteen years is an extreme financially challanging undertaking that must be shared with the community. I am an advocate for the charette process and find it invaluable in the design process. I have been fortunate in my career to have been the contract administrator on a DODDS High school project in Northern Japan that was completed on time and under budget. I know construction and it's intricacies it has been my job since age 12.

We need innovative funding opportunities and we, corporately, need to let the facilities people do their jobs as the professionals they are. The Board needs to maintain focus on their functions and allow not encumber the task at hand.

I would also call for a public disclosure of the cigarette tax and lottery funds allocation.
