Member, City Council; City of Huntington Beach

1 The Bolsa Chica It's unfortunate that the CCC has changed its position again. It seems their end goal is to stall forever. I believe it is time to quit stalling. Hearthside Homes should be given the necessary permits for construction to begin, and we should welcome the newcomers to Huntington Beach.

This would be a win, win situation for Huntington Beach. Revenues from additional sales and property taxes would be significant. And we would finally put to rest a contentious issue that divides our community.

2 The desal plant I am for allowing AES to go ahead with construction of a Desalinization plant. Water is a scarce resource, allowing private enterprises to risk their own money to provide fresh water is a good idea. The taxpayer incurs no risk. Thorough monitoring of the outfall should be the responsibility of the County and State agencies responsible for protecting our beaches.

4 More revenue/taxes The search for more revenues should be directed at Sacramento. Huntington Beach is at the bottom of the list when compared with other cities. The hunt for more revenues should not be borne by small businesses in our community. I believe it is unethical to take property from one businessman and sell it to another for any reason. Especially to raise revenues.

There will never be enough revenues to satisfy bureaucrats in government with idealistic goals. There is a vast difference of opinion in what is an essential service. It all depends on weather you are loyal to the interests of the citizens of the community or to special interests in and out of government.

5 Ethics in city government Huntington Beach has a deservedly bad reputation in Southern California for a lack of ethics. It is a situation that I will work hard to correct. Just as it is not tolerated in the private sector, incompetent and unethical behavior should not be tolerated at any level in the government sector.

6 Redevelopment I am for amending our redevelopment plan to abolish the abuse of eminent domain. Currently it allows for the taking of a business owner's property, to sell to some national chain store that promises more sales tax revenues. Our country was founded on the right to be secure in ones property against the designs of government bureaucrats hunting for more revenues.

I am also for eliminating language that allows bureaucrats in City government to decide arbitrarily what is or isn't an aesthetically pleasing building, and then requiring a property owner to conform to a central plan or else. The free market is the most equitable coercive force to make aesthetic changes. We all do this every day when we choose were to shop.

7 Infrastructure Infrastructure is one of the few essential responsibilities of city government. It should be our first priority to maintain and replace where necessary our cities obsolete gutters and drainage systems. Our senior citizens are at a great risk of acquiring West Nile Virus. Maintaining our City's streets should be priority number 1.

8 Proposed RV ordinances I am against new legislation regarding RV parking on City streets. There are existing laws that address this issue.

9 Proposed Mobile Home Park conversion ordinances I believe the best solution between two private parties to a contract dispute is acquired thru private negotiations. The government rarely dictates an equitable solution and usually makes the problem worse in the long run. One of the prime responsibilities of government is contract enforcement.

10 Invocation before CC meetings I have no problem with an invocation before City Council meetings. The first amendment states "congress shall make no law respecting an establishment of religion." The City Council is not Congress and it is not establishing any religion. Besides, it might do the City Council some good.
