Work to restore neighborhood confidence in Central Sanitary District.It was a sad engineering day for sure when LAFCO decided to give the effluent from south San Ramon to Central Sanitary District. Years of bickering in the 70's between the City of Pleasanton, the City of Livermore and DSRSD had resulted in no additional capacity in the pipeline (LAVWMA) that was built through Dublin Canyon and out to the Bay to handle the effluent from the 2 Tri-Valley treatment plants. So rather than make the developers wait for the political tides to turn, LAFCO ruled that the waste water would be pumped to Concord. In the 90's, when an expansion was being negotiated for LAVWMA, there was an opportunity for DSRSD to treat the Dougherty Valley waste water. This could have had positive affects on rates and made logical sense since the resulting waste water could be treated at the DSRSD treatment plant and returned for irrigation purposes. But again the cities of Livermore and Pleasanton reefused to allow DSRSD to grow. (LAVWMA requires a unanimous vote for any action) So the only thing DSRSD can do is stand by for an emergency at the pump station and constantly remind Central San that more improvments to the station nneds to be made to prevent overflows. |
