I will strongly support those water taste improvement programs that are the most reasonable and effective.I believe it is the most cost effective to improve water quality at the wholesale level. Zone 7 is the water wholesaler for DSRSD as well as other water resale districts in the valley. By improving water quality at the wholesale level the capital improvement costs could be shared by all water retailers. Currently, Zone 7 provides a generally higher quality water supply to Livermore as compared to the water supplied to the west side of the valley. I would work with the Zone 7 board to impress upon them the importance and fairness of equal water quality throughout the Zone 7 region. I would also work with the Tri-Valley Water Retailers Committee to keep the heat on Zone 7 to improve west valley water quality at a reasonable price. I will strongly support those water taste improvement plans, both at Zone 7 and at DSRSD, that are reasonable and effective. Like in any enterprise, the cost of quality improvement has diminishing returns. I would support those plans that provide the greatest improvement for the minimum cost. I'd like to hear your thoughts on how much we should pay for better tasting water. Please write a note to me at dwight.howard@comcast.net. I believe the amount we should pay should be no more than a few percent of our current charges. If you feel strongly about the water quality and taste issue please let me know. I am very open to your thoughts on quality improvements and how much we should pay. |
