1) Los Vaqueros Reservoir. Preserving our ownership of this reservoir is critical, and ensuring maximum return on our investment is paramount should we expand the reservoir under CALFED. Furthermore, we need to protect all recreational and environmental benefits of the existing reservoir and ensure the enhanced restoration of these benefits are planned and implemented for an expanded reservoir. Other water agencies need our reservoir, and have a significant interest in expanding our reservoir. Most planning documents state that the Contra Costa Water District (CCWD) will maintain "control" of the expanded reservoir; however, studies also identify that CCWD will be giving up ownership of some facilities. We stand to gain some benefits of an expanded reservoir and a $200 million reimbursement, but are these items adequate to offset some ownership losses and provide maximum return? We need to negotiate the best deal possible. 2) Maintenance of the Infrastructure. We've seen the power outages experience by the Eastern US due to an outdated power infrastructure. We don't want to neglect the pipes, pumps, and treatment works that might be hitting similar thresholds of their usefulness. Keeping existing facilities maintained at high standards will prevent potential problems. 3) High Quality Water Supply. As more and more development occurs and more people come to live in California, water becomes a more precious resource. The strain on this resource not only affects how much water can we set aside, but also, the quality of that supply. Development and changes in land uses affect the watersheds. This in turn affects the quality. As more people live upon land the water gets affected by a variety of things, such as increases in nutrients, pesticides, household hazardous wastes, and general waste. Essentially the water may become more degraded, so we'll need to ensure that impacts to it are minimized in order to ensure stable rates and a dependable and safe water supply. |
