Poverty and Domestic Policy

By Michael J. Manzo

Candidate for United States Representative; District 38; Democratic Party

This information is provided by the candidate
Poverty affects everyone in the 38th District. Either through unemployment, homelessness, a lack of an education, involvement in crime, or misfortune, poverty touches every corner of our district. In 2003, 25 percent of people were living in poverty. Twenty-four percent of related children under 18 were below the poverty level, compared with 8 percent of people 65 years old and over. Twelve percent of all families and 31 percent of families with a female householder and no husband present had incomes below the poverty level. Eighteen percent of the households in Congressional District 38 received means-tested public assistance or non-cash benefits.

It is an outrage when 1/3 of single mothers in Congressional District 38 are living in poverty. The time is now to reauthorize and improve the program of block grants to States for assistance for needy families, improve access to quality child care, and to get women and men living in poverty re-educated and placed in the workforce as part of an overall strategy to become part of the community and the nation.

There are several bills of importance to the 38th District that will be up coming in the 109th Congress that must be secured for my vision of Congressional District 38.

  • Domestic Violence Shelter Coordination Act of 2005
  • Keeping Children and Families Safe Act of 2005
  • Compassion and Personal Responsibility Act
  • Counseling in Shelters Act of 2005
  • Amend the Violence Against Women Act of 1994 to provide for transitional housing assistance grants for child victims of domestic violence
  • Domestic Violence Courts Assistance Act
  • Amend the Violence Against Women Act of 2000 by expanding the legal assistance for victims of violence grant program to include legal assistance for victims of dating violence.
  • Domestic Violence Prevention, Education, and Awareness Act
  • Domestic Violence Victim Protection Act
  • Bringing America Home Act
  • Asthma Awareness, Education and Treatment Act of 2005

The 2004 Primary for Congressional District 38 demands simplicity. This election is about national security and confronting looming problems at home. For the last 6 years our present representation in Washington has lead the nation and the district down the wrong path. Within the 38th District unemployment is up, small businesses are leaving the area, schools lack resources and national funding support, crime has increased, and more citizens are living in poverty. It is clear that the 38th Congressional District is ready for a change. I am young and energetic with a forward thinking vision. I am more than capable to lead during this transformational time in our great Republic.
