Shall City employees who receive a cash payment for unused vacation time and sick leave be permitted to defer this payment and defer state and federal taxes on this payment?

Summary:
Measure A is a Charter amendment that would authorize the Board of Supervisors, by a three-fourths vote of its members, to create deferred taxation plans. City employees who receive a one-time cash payment for the benefits they earned but did not use could deposit it into the plan. The employees would not pay state and federal taxes on the payment until they withdrew money from the plan.
