Summary:
The Way It Is Now:

The City has a Small Business Commission as part of the Department of Business and Economic Development. The Commission advises the Mayor and the Board of Supervisors on policies that affect small businesses.

The Commission has seven members, all appointed by the Mayor. By a two- thirds vote, the Board of Supervisors can reject any appointee. By a majority vote, the Board can change the number, qualifications and method of appointment of Commission members, and can abolish the Commission.

The Proposal:

Proposition D is a Charter amendment that would require the City to have a Small Business Commission with the power to set City policy that affects small businesses.

The Small Business Commission would have seven members. Four members would be appointed by the Mayor and three by the Board of Supervisors. The Board could reject the Mayor's appointees by a two-thirds vote. At least five of the seven Commissioners would own, operate or be officers of a small business located in San Francisco. Only the voters could change the number, qualifications or method of appointment of Commission members, or abolish the Commission.

Meaning of Voting Yes/No
A YES vote of this measure means:
you want to require the City to have a Small Business Commission to set policies affecting small businesses. The Mayor would appoint four members and the Board of Supervisors would appoint three.

A NO vote of this measure means:
you do not want to make any of these changes.
