The Flawed Legislation that created the Eastview Optional Attendance Area needs revision to resolve unfair tax burden on PVUSD residents.The Eastview optional attendance area was created as a result of multiple failed efforts to move the area into the Palos Verdes Peninsula Unified School District. The state legislature passed a law in 1999 that allowed the residents of Eastview to elect to send their children to PVPUSD.. 835 students from this area were enrolled in the PVPUSD in 2002-2003 school year. The legislation is flawed in that it did not make the residents voting members of the district nor did it provide for the cost of housing the students. The results are 2600 parcels that are not subject to the parcel tax paid by the residents of the PVPUSD. Furthermore, Eastview developer fees for classroom construction continue to go to the LA Unified School District and all obligation bond monies paid from that district benefit only LAUSD. The result is an inequitable situation whereas the tax paying residents of PVPUSD are bearing the cost of providing the equivalent of 2 schools for students that are from LAUSD. This legislation has required expenditure of taxes and fees from the PVPUSD budget to house students of LAUSD All of this was done without vote for approval by the PVPUSD residents.
