Solve concerns at lowest level needed - avoid state interference

One size seldom fits all. Most issues can be solved at the local level. Legislative action is rarely needed, but most politicians don't agree. My main task in the Assembly would be to ensure that only truly needed legislation is passed.
Every year the California State Legislature initiates more than 5000 legislative proposals. Amazingly, over 1000 of tham are enacted!!! Every year!

Apparently, the legislature just can't get it right. Why should there be so much activity? Either California is in a continually bad state, our legislators are incompetent, or the politicians are just out to make names for themselves.

Something is very wrong here. Most issues should be solved at lower levels than the state legislature. There should be very few actions at the top, and only those that are truly needed should be done.
