Masters in Public Administration from San Jose State University, Doctorate of Law from Santa Clara University. Educational background in land use, property acquisition, organization and management of municipal systems, budget and fiscal management. Member of California Bar (inactive). Retired Community College teacher (psychology and public administration).

Over twenty years of experience working in municipal government. Responsible management of code enforcement, community center auditing, human resources functions, contract writing for municipal services, and supervision of personnel.

Previous community contributions include service as Director on Santa Clara County Human Relations Commission, Regional Criminal Justice Board, Youth Service Bureau of Milpitas, Catholic Charities Board of Directors.

Active Current community contributions include: West Side Pioneers (operate Tracy Historical Museum), Mayor's Anti-Gang Task Force, Deuel Prison Advisory Board, Chamber of Commerce Liaison, Tracy African American Association, Chair of Tracy Women's Forum, and Habitat for Humanity.

Ten grandchildren.
