The Union-Tribune best captured the sad state of affairs at CWD in an editorial entitled, "Public Disservice-Otay Water District Abused for Personal Gain."(See below)"The Otay Water District is in Such a mess its impossible to detail all the shenanigans going on there. Its imperative for elected leaders at all levels to pressure water district board members to clean up their act...." I will facilitate civility and a spirit of cooperation among board members and implement a policy of ethical behavior for the District. It is essential for board members to work together to address the difficult problems that lie ahead as we endeavor to get the District back to a smoothly running operation. Other jurisdictions in East County have created programs emphasizing ethical practices in government. OWD has a similar policy, but it is largely ignored. |
