Effective Leadership In addition to serving as the Mayor and Vice Mayor of Citrus Heights, James is President and CEO of the Greater Sacramento Urban League, one of the regions largest and most successful non-profit organizations.

Fiscal Responsibility Citrus Heights is in the black and under budget this year even as the State of California and the County of Sacramento struggle with record budget deficits and painful budget cuts.

Community Service A Veteran of the Vietnam War, James Shelby has a strong commitment to the service of others. His community service has been acknowledged by the Metropolitan Chamber of Commerce, Rotary Club, United Way, and he is the recipient of the Distinguished Outstanding Alumni Award from California State University Sacramento.

Safer Neighborhoods The safety of our neighborhoods and schools is the most important responsibility of the City Council. This year we built a new Police Station for Citrus Heights without raising your taxes by using Federal and State money to cover all costs.

Economic Development Revitalizing the local business environment and creating good paying jobs with adequate healthcare is the cornerstone for launching the city's economic development plan. This includes tackling the challenging issues of transportation in order to reduce congestion and make our streets safer.

-Fiscal Responsibility, Local budget surplus in Citrus Heights while the State and County struggle with record budget deficits.

-Increased Public Safety, Built new state of the art police station without raising taxes by using Federal and State money.

-Addressed Neighborhood Traffic Problems, The City has spent over $1 million working with each neighborhood association to address the growing residential traffic problem. The City will continue its effort and has budgeted and additional $1 million over the next five years and will continue to work with the neighborhood associations.

-Improved Traffic Flow, The City will continue to focus on reducing traffic congestion along our main arteries and thoroughfares.

-Neighborhood Enhancements, To improve our community, the City's code enforcement program will continue to focus on health and safety violations (junk/refuse/debris), abandoned vehicles, weed abatement and zoning violations.
