Shall Ordinance 02-01, an ordinance of the Galt Fire Protection District, authorizing a special tax for the provision of fire protection service within the district, be approved?

Impartial Analysis from the Sacramento County Counsel
If approved by the voters, Measure V would allow generation of revenue dedicated to the support of fire protection services within the Galt Fire Protection District.

If Measure V is passed, the special tax would be levied annually, commencing July l, 2003, at varying rates based upon whether the property is residential, non-residential or undeveloped land. The initial maximum rate for developed residential property would be $72 per single family unit and $54 per each mobile home and multi-family unit. Non-residential office, retail and industrial property would be taxed per building square feet at the initial rate of $0.03. A maximum per lot rate of $12 would apply to undeveloped single family lots. Agricultural and other undeveloped land not having a single family dwelling on the parcelwould be taxed, respectively, at a maximum rate of $1 and $10 per acre, not to exceed $100 for the base year. The measure allows for future annual tax rate increases based on the California Consumer Price Index and not to exceed 4%.

Additionally, the measure allows the District Board to determine and impose charges for property and/or units not identified in Measure V based on the total actual cost of providing fire protection services to that property or unit(s).

Measure V exempts public property from the tax levy and allows, but does not require, the District Board of Directors to adopt a low-income refund program to avoid undue hardship. Themeasure requires an annual report by the Fire Chief on the amount of special tax revenues collected and expended and the status of any projects authorized by the specific fire protection purposes of the assessment.

Passage of Measure V requires approval by two-thirds of the voters voting thereon.

Arguments For Measure V Arguments Against Measure V
The Galt Fire Protection District is giving the public the opportunity to add much needed additional fire fighting personnel. For 19.7 cents per day per household, $72 per year, we can hire additional fire fighters and upgrade our second fire station from a two-man squad to a company. This will allow us to attend two minor incidents simultaneously. A two-company initial response will also assist us in meeting stringent OSHA standards that limit our ability to attack fires without sufficient personnel on scene. The Galt Fire Protection District protects 56 square miles and provides advanced life support ambulance service to 225 square miles. To meet today's needs, we must rely on highly trained professionals to provide rapid-fire attack, advanced life support for medical emergencies and scene management and mitigation for the wide variety of emergencies to which they respond. We have a proud tradition of aggressive fire fighting since 1921. Please help us keep that tradition.
