To improve the quality of education, modernize classrooms, make health and safety improvements, upgrade electrical systems to improve student access to modern technology, construct and expand student support facilities, upgrade plumbing, heating, ventilation, and air conditioning, construct classrooms, and qualify the District for $1,000,000 in State-matching funds, shall the Elverta Joint Elementary School District issue $10,500,000 in bonds, within maximum legal interest rates, requiring a citizens' oversight committee and annual financial audits?

Approval of Measure L would allow the Elverta Joint Elementary School District to incur bonded indebtedness up to a maximum amount of $10.5 Million. The issuance and sale of such general obligation bonds would be for the specific purpose of repairing, improving, equipping, acquiring and constructing classrooms and other school facilities, including meeting safety, class size reduction and information technology needs. Measure L lists the school facility improvement projects within the District intended to be financed by bond sales.

No funds derived from bond sales could be used for general school operating expenses, including administrator and teacher salaries, or for any purpose or project other than those expressly stated in the measure.

To assure that funds are spent only on school and classroom improvements and for no other purposes, thismeasure would require the District to: 1) deposit all bond sale funds into a specially created building fund account; 2) prepare an annual report on the amount of funds collected and expended and the status of any project required or authorized to be funded; 3) appoint a citizen's oversight committee; and 4) conduct annual independent performance and financial audits. The authority, responsibilities and membership composition of the citizen's oversight committee would be as prescribed by applicable state law.

The actual dates of sale and the amount of bonds sold would be governed by the District. The number of years that the whole or any part of such school district bonds are to run could not exceed the statutory maximum, calculated from the date of the bonds or any series thereof. lf Measure L is approved, the tax rate necessary for payment of principal and interest on any bonds sold will be largely dictated by the timing of the bond sales, the amount sold at a given sale, market interest rates at the time of each sale (although in no event greater than the maximum bond net interest rate allowed by law), as well as actual assessed valuation of taxable property in the District over the term of repayment.

In calculating the funds necessary to complete the proposed school facilities projects specified inMeasure L, the District anticipates receipt of up to $1Million in Statematching funds. Allocation of any amount of such State funding to the District is, however, entirely contingent upon appropriation by the Legislature and/or voter approval of a statewide bond measure. Therefore, approval of Measure L does not guarantee that the identified projects will be funded beyond local revenues generated by the bond sales.

Passage of Measure L requires approval by fifty-five percent of the voters voting thereon.

Your Yes vote on Measure L will have a lasting, positive impact on our children's schools and on our community.

Measure L Will Improve Our Schools.

Children in Elverta have received a good education for over 150 years. But as our community has aged and grown, so have our schools.The average age of the schools in the District is over 40 years. We need to repair, upgrade, and renovate outdated classrooms and facilities. Measure L will provide our children modern classrooms and a safe learning environment.

Measure L will: Make health and safety improvements such as upgrading fire alarms, communication systems, and exterior lighting. Upgrade inadequate classroom electrical systems to accommodate classroom computers and modern technology. Renovate restrooms by improving handicapped access and replacing inadequate plumbing and sewer systems. Modernize and upgrade classrooms and other student support facilities. Construct additional classrooms if student enrollment increases.

Measure L Makes Financial Sense. As taxpayers, we all agree in the importance of our children's education and the value of quality schools.

Measure L will: Make the District eligible for approximately $1.0 million in State-matching funds. Make repairs now instead of putting them off into the future when they will only costmore. Be used only to improve our children's schools - not to pay teacher or administrator salaries.

By Law, Taxpayer Safeguards Are Now In Place.

Measure L will: Establish a citizens' oversight committee to protect taxpayer funds. Require annual independent audits on all Measure L expenditures.

Measure L will maintain our schools as a focal point of our community, allow for the continued quality education of our children, and add to the value of our homes.
