Talbert began his professional life in 1989 after graduating from California State System with a degree in Business Administration and emphasis in Marketing and Finance.

Shortly after graduation Talbert co-founded Odyssey Group, Inc. and Odyssey Publications, Inc. The Odyssey Companies became the dominant forces in the Autograph and Memorabilia fields. Odyssey Group as a seller of Autographs, Rare Manuscripts, Movie Props and Costumes, while Odyssey Publications is the publisher of the industry's leading monthly publication, Autograph Collector magazine. The company also publishes several other books and price guides related to these fields.

In 1994 Talbert was elected to the Corona, Calif. City Council in his first attempt. Now in his second term, he is serving as Mayor for the second time. Under Talbert's leadership, Corona is recognized as "one of the top-10 fastest growing cities in the United States" and has received special recognition as a "Tree City USA." These achievements show Talbert's dedication to balancing the demands of growth with needs and issues surrounding the quality of life for his residents.

When Talbert first ran for Council his platform was "run the city like a business, encourage economic development, and mitigate traffic using highway enhancements and job creation in our city." From all reports, Talbert has been successful in keeping that promise and exceeding his goals.

In July 2000 Talbert and his business partner sold their interests in the Odyssey companies to Collectors Universe, a NASDAQ company trading under the symbol CLCT. Under the terms of the transaction, Talbert serves as vice president of operations for Collectors Universe.

In November Talbert will seek re-election for a third term on the Council.

A lifelong resident of Corona, Talbert resides in South Corona with his wife of 13 years Kym and their daughter Haley.
