COUNTY DEBTBy Vicki L. CrowCandidate for Auditor-Controller/Treasurer-Tax Collector; County of Fresno | |
This information is provided by the candidate |
Fresno County has historically been conservative in its debt philosophies. I support a conservative debt position, however a certain amount of debt can be powerful in allowing the County to effectively meet it goals in providing superior services to the taxpayer.A combination of debt and reserves can create an organization that has the flexibility to meet unexpected cash flow problems. Many successful organizations finance the growth of their business with a combination of debt and equity. Individuals finance their home with mortgage debt. Debt is a management tool, to be used wisely and with respect, in order achieve the goals of the people of Fresno County. Any decision associated with debt should be undertaken with a great deal analysis. I would stress that any project requiring the County to incur debt should have to undergo a variety reviews for repayment methods and cash flow analysis, before I would support the decision. On the other hand, to unilaterally decide never to use debt, restricts the ability of Fresno County to grow and become a stronger community. |
