We must raise California's bond rating so that the State and its taxpayers will pay less interest. The money earned by hardworking Californians must not be squandered. We must put California's financial house in order by closing the $12 billion deficit and restoring confidence in the fiscal management of our State. We must regain the trust of the investing public and Wall Street and create an environment where the State can finance its debt at reasaonble interest rates, without penalty charges. When the state pays higher interest charges and penalties, as it is now, there is less money for education, healthcare, transportation and public safety. We must invest the State's money in safe, high quality investments so that teachers and other hardworking PERS employees have secure pensions. There is no reason to be investing the hard-earned money of our valued public employees in risky investments such as the Enron partnerships. I pledge to run the State Treasurer's Office as a meritocracy from top to bottom, in which all decisions are based on what is best for the State, rather than who makes political contributions. I pledge to award bond deals based solely on merit, not on political connections. I pledge that as your Treasuer I will make all decisions on one factor alone: What is best for the people of California. I ask for your vote.
