It is my view that the citizens created government for their benefit. Citizens have the right to choose to do what they wish. A free democratic government cannot bestow rights to some citizens and not others. A government that dictates that some citizens have a right that others do not is giving license not freedom. America is a randomly diverse society produced through individual freedom of choice. This is the basis of America's strength and greatness.

Tax incentives and other programs help businesses retool and acquire equipment in order to compete in the marketplace. That alone does not create a viable economy. it is the every day spending of money that drives the economy. Economical stimulus does not trickle down from the rich and powerful. If that were the case, every dictatorship in history would have been an economic utopia. It is people, working or retired, buying goods and services that create and sustain a vibrant economy. This demand for goods and services leads to the creation of jobs. They create jobs in order to meet the needs of the marketplace and make a profit doing it. prosperity is dependent on the work force having jobs; for which they receive sufficient income to generate a vibrant economy. our future prosperity is, therefore, dependent on the quality of California's educational system. It is the cornerstone of California's economy.

The first priority of state policy must be education. Every high school graduate should be able to read at grade level, comprehend what they read, write competently, be proficient in mathematics, have a firm understanding of scientific principles and be skilled in computer technology. For California to be competitive in the global economy, we must produce an educated, highly adaptable, diverse work force. To achieve these goals every student must be taught by competent professionals with California Teaching Credentials using modern equipment in a safe and healthy environment. The investment in education today will pay great dividends in jobs and economic stability. Education is the engine that drives the economy with jobs that pay ages sufficient to fuel purchasing the needs of our people. A stable vibrant economy affords the tax base to supply necessary government functions.
