*Commercial and Industrial Property Reassessment

Commercial and industrial property assessment is the most negative factor in the state tax system.

The most important reform of Proposition 13 is periodically reassessing business property to market value.

It is the 5-7 million poor Californians who depend on government subsidized medical care who have suffered the most from health care reductions triggered by Proposition 13, and subsequent cuts in local, state, and federal funding.

Medi-Cal once paid for any service "reasonable and necessay for the prevention, diagnosis or treatment of disease, illness or injury. But the new definitions limits services to those "necessary to protect a life or prevent significant disability."

Financing the medical care of uninsured and underserved people totals well over $5 million annually.

  • I propose that commercial and industrial property be reassessed periodically to market value.

If commercial and industrial property were to to be assessed to market value - lack of source revenue for schools, cities, and counties. would be solved, to the tune of 7-10 billion dollars in 2002, and growing with the economy.

Home owners would not be affected by this reform.

I am of the opinion that,if Proposition 13 is reformed, that money would be available to propose special treatment to include; homeowners, renters,senior citizens, students, disabled persons, the poor, first time homeowners, and small business owners.
