I have always been accountable to taxpayersWhen I first took office in 1995, the County of San Diego was insolvent. I took on entrenched bureaucrats to rescue County government from near-bankruptcy, transforming it into what one taxpayer organization calls a national "model of local government innovation" and earning the County an AA bond rating and a Watchdog of the Year award from the San Diego County Taxpayers Association. During California's recent energy crisis, I challenged SDG&E and other power companies and fought to establish a public utility district to provide secure sources of power, giving seniors and small business owners control over rising energy rates. |
