A native of San Diego, North County businessman and avocado rancher Bill Horn has established a reputation for his emphases on fiscal responsibility in government, protecting our youth, safe neighborhoods, and private property rights as guaranteed by the Constitution of the United States. Bill Horn has represented the Fifth District (North County) on the Board of Supervisors since 1995. He currently serves his second term as Chairman of the Board for the year 2001. Spanning 1860 square miles, the Fifth District includes diverse geographical areas from the Imperial County line to the Pacific Ocean # from the desert to the sea and the valleys in between. Policy Board (Alternate) Santa Margarita River Watershed Management Program Policies Committee Service Authority for Freeway Emergencies Solid Waste Hearing Panel Tobacco Securitization Joint Powers Authority (JPA) Sacramento and San Diego Unified San Diego County Disaster Council (Chair) County of San Diego Building Authority Vista FISCAL RESPONSIBILITY Serving as the 1997 Chairman of the Board of Supervisors, Horn directed the historic sale of the cumbersome and costly County trash system for $184 million further directing those dollars to be wisely reinvested resulting in the County of San Diego currently enjoying a Double A Bond Rating; the highest rating for a County in the Nation. The San Diego County Taxpayers Association honored Chairman Horn with a Special Watchdog Award for 2001 for being the only member of the Service Authority for Freeway Emergencies Board to vote against charging San Diego motorists $2 million a year to use highway call boxes. They stated, Horn's vote was a rare instance in which a public official, in order to keep faith with the taxpayers, was willing to take on the ire of the public safety unions. In October of 2001, Horn voted to remove the toll charges for the Coronado Bridge at the earliest possible date of July 1, 2002. YOUTH Committed to the education of our youth, Horn began his career in elected public service as a member of the Escondido Union High School District serving as the 1993 President of the Board of Trustees. As Supervisor, he has continued his youth agenda by establishing programs to deal with juvenile crime by successfully obtaining funds for establishment of four after-school teen centers in North County; real alternatives to being left without adult supervision. Horn also worked to create the Child Assessment Network; North (CANN). This is a pilot program for abused, abandoned and neglected youth in North County. Through contracts with community-based agencies, CANN is providing receiving and assessment centers at three different sites, helping to place them with relatives or foster families in North County thus avoiding displacement of these children out of their communities to the Polinsky Children's Center in Kearney Mesa. Responding to other unmet needs of our children, Supervisor Horn expanded the PERT (Psychiatric Emergency Response Team) program in North County by creating two PERT Jr. Teams. These teams are based in North County and are made up of a law enforcement officer and a mental health clinician specially trained to handle these emergency calls when children are involved. In order to further protect our children, Horn introduced legislation directing Internet filters to be installed on all computers in the childrens sections of the County Libraries. Because of his commitment to honor and protect all life, especially the most vulnerable who have no voice of their own as yet; the unborn - Chairman Horn was honored with the 2001 Legislator of the Year by the Life Resource Network, an organization dedicated to the sanctity of life. PRIVATE PROPERTY RIGHTS A strong Constitutionalist, Supervisor Horn is a staunch defender of one of the most basic rights guaranteed by the Constitution - private property rights. As he takes the lead on General Plan 2020, Horn is working to preserve those rights while also being mindful of our precious natural resources. PUBLIC SAFETY Working with the North County Traffic Safety Council and MADD, Horn dedicated the DUI Mobile Command Enforcement Trailer December 8, 2000. Dedicated to slain Officer Sean Nava, himself a victim of a DUI driver, the Mobile Command Trailer is the fruition of Horns promise to get tough with this menace on our roads. Among other honors, Horn was named Legislator of the Year for 1999 by the California Narcotics Officers Association, commending him for his dedication and commitment to drug prevention programs such as the Critical Hours after-school program, North Countys Drug Dependency Court and the Heroin Task Force. PERSONAL HISTORY Bill Horn was born in what is now downtown San Diego and raised in Pacific Beach. He graduated from Mission Bay High School in 1961 and from San Diego State University in 1966. From 1962 through 1964, Horn was a student organizer and civil rights activist for C.O.R.E. and was arrested during a protest march in 1963. During his college years, Horn worked as a reporter for the Business Extension Bureau and as a pilot for Gibbs Aviation at Montgomery Field. Surfing, baseball and Scouting (Troop 524) were his passions, as well as aviation. As a Scout he earned 32 badges, including taking three remedials for his cooking badge (somehow the chicken always burned.) Always one to help others be prepared, Horn finally earned his canoeing badge after allowing the Coast Guard to practice its rescue drills by rescuing him twice from the Bay. Following graduation from San Diego State in 1966, Horn enlisted in the United States Marine Corps and was commissioned as a 2nd Lieutenant. In May 1968, 1st Lt. Horn was ordered to the 3rd Marine Division in Vietnam, where he served as Executive Officer of Kilo Battery - 4/13th Marines, and then as Commanding Officer of Lima Battery - 4/12th Marines. Eventually achieving the rank of Captain, Horn was released from active duty in 1970, but continued his service as a Naval Gunfire Officer in the Marine Corps Reserve. Captain Horn completed his active military career with distinction receiving the following decorations: the Bronze Star Medal with Combat V, the Purple Heart, the Combat Action Ribbon, the Presidential Unit Citation, the Naval Unit Citation, the Meritorious Unit Citation, the National Defense Medal, the Vietnamese Campaign Medal with Four Stars, the Republic of Vietnam Cross of Gallantry with Gold and Silver Star, the Cross of Gallantry Unit Citation and the Vietnam Service Medal. With the fall of Saigon in 1975, Horn began sponsoring what eventually numbered over twenty Vietnamese refugee families. Horn felt a responsibility to our former allies, and so he provided housing, counseling, education and job incentives in order for them to become successful in their chosen professions. At least two have become medical doctors and all are successful professionals. In the mid-1980s, Horn spent time in Israel serving as an agricultural and financial advisor to a kibbutz. Always interested in helping others, Horn found his time in Israel both personally satisfying and a very productive use of his time and skills. Horn has also served as a Board member of the San Diego County Farm Bureau, a member of the 76th Assembly District Education Committee, 1994-95 President of the Valley Center Rotary Club, a Paul Harris Rotary Fellow and Youth Soccer coach. The year 2000 saw Horn's candidacy for the United States Senate. Serving as the 2001 Chairman of the Board of Supervisors, Horn successfully guided a redistricting plan through a difficult process. The result was a fair and equitable map ensuring one man one vote as mandated by the Constitution. In true military fashion and resolve, Horn responded to the horrendous terrorist attack on our nation on September 11, 2001 by reviewing all systems in his purview to provide the most efficient first line of defense in health and safety services upgrading the emergency services data link between emergency responders, hospitals and other essential services. A resident of Valley Center, Supervisor Horn is married to Kathy and the father of three children. He also enjoys snow skiing, model trains and restoring antique automobiles. He is past president of the Model A Restorers Club. |
