Information shown below:

To prevent reductions in general City services and programs, shall the existing utility user tax of 4.5% on electricity and 6% on other utilities, established by the City in 1992 and amended in 2001, be affirmed and ratified provided that low income seniors and the disabled remain exempt from the tax, an annual audit is conducted, and the tax terminates on December 31, 2007?
