To relieve overcrowding, provide greater security and safety, and improve technology, shall the Pomona Unified School District issue $68 million of bonds at interest rates within the legal limit to repair, build, acquire, and equip new and existing schools throughout the District so long as no funds are used for administrative salaries and the spending of bond funds is reviewed by an independent citizen oversight committee as required by law?
