Gordon Gower Panzak's QualificationsLife-long Fresno County resident, Fowler High School-third generation, Fresno State College-third generation. I completed a four-year degree in Business Administration with emphasis in Accounting, Economics and Insurance in 2 ½ years, graduating at age 20. University of the Pacific/McGeorge School of Law - President of my graduating class. Deputy District Attorney for Fresno County for 23 years 7 years White Collar Crime Unit Over 110 hours post-graduate study in White Collar Crime Prosecution presented by the California District Attorney's Association Using my accounting background, I developed a system of Forensic Cash Flow Analysis Charting to investigate complex monetary transaction. I analyzed cash flows ranging from $50,000 to $3,300,000. From 1989 to 1996, I was the Fresno County District Attorney's Office White Collar Crime Unit, responsible for investigating and prosecuting White Collar crime including but not limited to: Bad Checks, Financial Elder Abuse, Security Sales Fraud, Land Sales Fraud, Political Corruption, Bankruptcy Fraud, Computer Crimes, Complex Embezzlements, Agricultural Fraud, and Financially Motivated Homicides In 1991, I set up and supervised the Fresno County Bad Check Diversion Program, which was highly effective in obtaining restitution for victims, and which produces $1.25 Million in fees annually. I have the only conviction for Securities Sales Fraud in Fresno County History. I wrote 30 Special Jury Instructions. The conviction was upheld upon appeal. In the homicide case of People v. Ewell, I obtained, reviewed and charted over 20,000 financial documents. I have personally handled over:
