Cincinnati Public School District reports in its annual reports to the State of Ohio Auditor a Revenue and Expense/disposition and annual cash balances and Revenue account called: Miscellaneous Proprieatary Funds, which should contain profits from school lunches and book sales and is an in-&-out for withheld taxes and state teacher retirement withholding and employer?s matching. This account should have level balances as after every pay day the previous withholdings are sent to the taxing authorities and the new withholding are accumulated for the next payment to State. This account balance, total for 12 months went from 800,000 thousands to 300,000.000 million an over in 1997 - 1998 (fiscal years). A study and examination, due to a court order, showed that large amounts of this money was dominant. That is it was the same for every 12 months annual report no change. This dorminant are accumulating "slush funds" being retained for "Rainy Day emergencies, when levies are not renew or public learns of fiscal misconduct like, levys that are continues (not for 4 or 5 years so voters could pass on renewal). Amount was to cover when public leaned what total leveis are, that is the year in the past that are still being collected on taxpayer?s property tax. Real estate property tax is highest in Ohio, and because voters never know the total of past tax only know that every 6 months the amount is 4 times higher than the new 4 tax items |
