Shall the five Directors comprising the Salida Fire Protection District Board of Directors be elected, rather than appointed, to their Director positions?

Meaning of Voting Yes/No
A YES vote of this measure means:
you want to authorize the Salida Fire Protection District to change from an appointed Board of Directors to an elected Board of Directors.

A NO vote of this measure means:
you prefer that the Board of Directors for the Salida Fire Protection District remain appointed.

Impartial Analysis from the County Counsel
Health and Safety Code Section 13848 provides, in pertinent part, that, upon approval by a majority of the voters voting upon the question in a general election, the appointed district board shall thereafter become an elected district board. The measure currently before the voters is the question of whether the individual Board members of the Salida Fire Protection District should consist of appointed or elected members.

A resolution adopted by the Board of Directors of the Salida Fire Protection District on July 18, 2001, stated that the District desired to submit the question on whether the Board of Directors should be elected, as opposed to being appointed, to the voters in the District boundaries at the next general district election.

If this measure passes, the Board of Directors of the Salida Fire Protection District shall be elected at the next general district election following the vote.

--A "yes" vote is a vote to authorize the Salida Fire Protection District to change from an appointed Board of Directors to an elected Board of Directors.

--A "no" vote means that the voter prefers that the Board of Directors for the Salida Fire Protection District remain appointed.

This analysis for placing the question of whether the Board of Directors for the Salida Fire Protection District should be elected or appointed is being prepared and submitted to the electors in accordance with Section 9500 add following of the Elections Code of the State of California.

Full Text of Measure U
The people of the Salida Fire Protection District do ordain as follows:

SECTION 1. The individual directors comprising the Salida Fire Protection District Board of Directors shall henceforth be elected, rather than appointed to their director positions.

SECTION 2. The measure is necessary because Health and Safety Code section 13848(a) requires the question of whether a district that has an appointed district board shall have an elected district board to be submitted to the voters of the district.

SECTION 3. If any section of this measure is held invalid, such invalidity shall not affect other provision(s) or application(s) of this measure, which can be given effect without the invalid provision(s) or application(s) and to this end, the provisions of this measure are declared severable.
