Among the many issues that the City Council will have to consider in the next few years is the serious depletion of the City's budget reserves. I believe this is the most important concern that must be addressed by the City Council. The City's financial health has been based on past sound principles. During my tenure as City Manager, I, along with staff, developed sound budget management practices, with the city council's concurrence. Those practices are responsible for the present excellent financial condition of the city. If, as I suspect, additional revenue sources are not forthcoming, the city council will need to consider decisions regarding levels of service and methods of delivery to ensure continued financial stability. I am confident of my ability to make those policy decisions. |
