ACADEMIC DEGREES: Master of Science in Management, Naval Postgraduate School, Monterey, CA, March 1997 (Acquisition and Contract Management) Bachelor of Arts and Sciences, University of Delaware, June 1978 (Political Science) SIGNIFICANT OCCUPATIONAL EXPERIENCE: In July 2000 I completed 20 years of active duty military service as a Navy Supply Corps Officer and retired at the rank of Commander. While on active duty with the United States Navy, I obtained significant business and financial management experience serving as a Contracting Officer and Business Financial Manager for the Navy's F/A-18 Strike Fighter Aircraft Program. I performed key advisory, management and leadership roles during the development, acquisition and support of the F/A-18 Strike Fighter and related technology. In these positions, I directed the budgeting and execution of all F/A-18 Program appropriated Research and Development, Aircraft Procurement and Operations and Maintenance funds in excess of $3 billion annually and $26 billion across the Defense Department's Future Years Defense Plan. As a warranted Government Contracting Officer, I administered the Navy's F/A-18E/F Super Hornet $3.5 billion Engineering and Manufacturing Development aircraft contract and served as the focal point for Program cost, Government Furnished Property, Data Rights and contractor overhead issues. Additionally, I helped direct the Navy's acquisition planning for F/A-18E/F production aircraft under a $2.1 billion Low Rate Initial Production contract. In addition to gaining significant acquisition and business management experience in the military, I held various operational, administrative, staff and management positions, including such diverse jobs as Fleet Plans Officer and Assistant Strike Warfare Officer for the Commander of the United States' Sixth Fleet and Assistant Supply Officer of a Combat Stores Ship during Gulf War Operations Desert Storm and Desert Shield. Since retiring from military service, I have been employed as a graduate school professor of Acquisition and Contract Management and course coordinator for various advanced acquisition and business financial management courses. I am currently qualified to provide graduate level education in the following professional fields: Acquisition/Program Management, Business Financial Management and Contracting. In addition to teaching, I have participated as a business process improvement and financial management consultant for various domestic and international government organizations. During the summer of 2000, I helped develop a National Acquisition Strategy for Poland. As s key participant, I reviewed the country's existing requirements generation, resource allocation and acquisition management decision support systems and made major recommendations on how Poland could improve its defense acquisition organizations, policies and processes. It is my sincere desire to serve my community and make it an even better place to live. I believe my knowledge of cutting edge business practices could be an asset to the Community Services District and fellow residents. |
