To relieve severe overcrowding by constructing and acquiring additional schools, classrooms and facilities, renovating and expanding existing junior high and high schools, including replacement of inadequate lighting, electrical, plumbing systems, roofs, renovation of classrooms, and libraries, shall the William S. Hart Union High School District issue $158 million in bonds at interest rates below legal limits, appoint a Citizens Oversight Committee to guarantee funds are spent only on school improvement referred to in the project list, and perform annual audits?
