Environmental Use Conversion of Property

The land should be purchased.
Let me give you an example that will give you some insight. I have several clients that have been impacted by this and will use the circumstances of one. They bought land 20 years ago, as an investment, in order to sell later to finance the college educations of their children. It was a wise and prudent action until government interfered. Prior to the conversion they had purchased the land for $10,000 and could sell for $160,000. After the conversion they could not sell it for even $10,000. They were not compensated in any way, yet they cannot use the land any longer and they cannot sell the land. The government used force and coersion in this case and it was wrong. They and their children have been harmed. If government wants to designate use for property in favor of the public then government needs to purchase the land FIRST at fair market value and THEN convert the use once it owns the land.
