Smart Voter Full Biography for Kevin

Candidate for
Member of the State Assembly; District 12

This information is provided by the candidate

Kevin Shelley grew up in a house where public service was a way of life. He first ran for public office because like his dad, former Mayor Jack Shelley, Kevin believes that our leaders must bring passion and conviction to their job.

For the last ten years, Assemblymember Shelley has served the people of San Francisco and California. As President of the San Francisco Board of Supervisors, where he served for four years, and today as Majority Leader of the State Assembly, Kevin Shelley has focused on the issues that make a difference in the every day lives of California's working people.

For Kevin Shelley, only the toughest battles are worth fighting. That's why he's working to raise the minimum wage, strengthen gun safety laws, clean up our environment, improve our schools, and reform the nursing home industry.

In his position as Majority Leader, Assemblymember Shelley works for the state as a whole not just San Francisco and San Mateo. But he always makes sure that his district receives its fair share of state funding.

For the 1999-2000 budget year alone, Assemblymember Shelley secured millions of dollars for projects in his district, including:

  • Half a million dollars for the Chinatown Adult Daycare Center.
  • $4.5 million for the DeYoung Museum.
  • $1 million for the SF Zoo.
  • $1 million for expansion of the Balboa Bart Station.
  • Half a million dollars for the San Francisco Neighborhood Resource Community Center
  • And $1.25 million for UCSF's AIDS Research Institute.

Statewide, Assemblymember Shelley's record speaks for itself:

  • Without doubt, seniors are our most vulnerable citizens. That's why Assemblymember Shelley authored AB 1731. Recently signed in to law by Governor Davis, AB 1731 is the product of a 20-year effort to overhaul the nursing home system. This pioneering bill requires greater training for nursing home staff, raises staff pay, and mandates stiffer fines for abuse and neglect.

  • Assemblymember Shelley authored AB 2410, the Consumer Protection for Automobile Owners Act, which prevents the use of gag clauses by automobile dealers and manufacturers when they buy back vehicles. This legislation stops the sale of "lemons" and ensures that consumers have all the facts before buying a used vehicle.

  • Californians deserve to breathe clean air and drink clean water. It's that simple. That's why Assemblymember Shelley authored AB 1429 to create a comprehensive program for monitoring the quality of California's coastal waters.

  • Kevin Shelley believes that despite our best efforts, handguns continue to be a dangerous threat. He authored AB 991, which requires all new California residents to register their handguns making it easier for law enforcement to track guns used to commit crimes.

  • Crossing the street should not be a matter of life or death. That's why Assemblymember Shelley authored AB 1191, which increases the fine for red light running and ensures that half of this increase is returned to local governments to beef-up enforcement.
