Tom Santos was the Democratic Party's candidate for the Second District seat of the California State Board of Equalization. Running in his first political race, Santos garnered an impressive 45% (845,000) of the total votes against the Republican incumbent. In the primary election race for the 11th Congressional District held on March 7, 2000, Santos received a convincing 62% of the total votes against his fellow Democratic opponent to win the Democratic Party's nomination.

Santos is a tax and small business consultant from Elk Grove. Professionally, Santos worked for the State of California in the capacity of management auditor and business and property tax auditor-appraiser. Among his diverse background, he is the CEO and co-founder of an independent record company that developed and produced new talents in the Sacramento and the Bay Area. Santos has helped many working people become successful small business owners and realize their American dream.

Santos and his family arrived and settled in Sacramento in 1969. Santos graduated fom Luther Burbank High School and attended Sacramento City college and California State University-Sacramento before enlisting in the U.S. Air Force during the early 1970's. During his military service, Santos earned his first college degree from Santa Clara University. Santos earned a second bachelor's degree in Accounting from the University of Nevada, Las Vegas in 1984.
