During the recession of the early 1990s, the governor and the state legislators shifted property tax dollars away form cities to balance its budget. This was not a one-time occurrence. Today, they continue to take-away the dollars. The impact of this revenue loss is real and substantial.It has stripped cities and counties of their source of funds. Funds that are used to deliver vital services to the you. Services like: police and fire protection; parks and recreational opportunities for youth and senior citizens as well as improvements of highways,streets and roads.

The state is enjoying a robust economy with a budget surplus. Yet, cities are struggling to provide essential services to the citizens. If it was ever a time to right a wrong, now is the time. It is time the State treat cities FAIRLY and give back the tax dollars they took away in the early 1990s.

Let me make it perfectly clear. I am not talking about a new or different tax. I am talking about existing taxes that have already been paid. Taxes that were originally designated for local government.

I believe it will take someone from outside the existing legislature to be the catalyst for this change and I have experience working with these kinds of issues. As Councilmember and Mayor of the City of El Centro, President of the League of California Cities and Director of the National League of Cities I have seen first hand the impacts on local government, caused by this revenue lost.

I have fought hard for issues that are important to you and I want to continue that fight as your State Senator. It is a fight about FAIRNESS. A fight that will give property tax dollars back to local governemnt. It is a fight about dollars to fund libraries, parks and recretional opportunities for youth and senior citizens. It is a fight about dollars to fund police and fire protection. It is a fight about dollars to fund street, roads and highway improvements. It is a fight about California and making its communities and neighborhoods a better and safer place for all.

That's why I am running for State Senate - to continue fighting for our FAIR share of property tax dollars so all Californias will have a better and brighter future.
