Economic Sustainability

Petaluma needs an economic plan which will create wealth. This is best achieved when the risks are controlled. If we develop in the Central Specific Plan area we can achieve the type of economic growth that will allow our community to afford better road maintenance, vital services such as police and fire protection, and citywide transportation.

The Urban Growth Boundary measure was opposed by the pro-business community because it meant fewer concessions would be given to developers to cure blighted conditions in the Central Specific Plan. Since fewer concessions will be required, this vital plan can be implemented sooner and with greater public benefit. Most of this area is in the redevelopment project area and therefore, a considerable share of the property tax increase from the new development will stay right here in Petaluma. In addition, sales tax dollars, bed tax dollars and affordable housing opportunities will all be increased. As a municipal finance professional, I understand this opportunity and how to ensure that the city and it's residents enjoy the benefits, rather than limiting the gain to a very few with special interests.

All development, which takes place in our community, must be done in a way that enriches the community. On the River, we can and should look to San Antonio, Texas as an ideal model. In the Central Specific Plan, development must be done in a way that preserves and enhances the historical look and feel of downtown.
