Special districts like CUSD need to focus on the needs and desires of the entire community, not select portions of it. When special districts forget what their main objective is and stray from it, the community and taxpayers suffer. It is very possible to deliver excellent services and still remain fiscally responsible, but that takes a board of directors that listens to the community, is able to prioritize expenditures and able to communicate it's decisions.
