East Palo Alto residents pay taxes to the County of San Mateo. Through consensus building we can negotiate ownership and request a rebate on the 1.7 million rent payed to the County. JPA's focusing on regional planning issues: flooding, traffic, storm drain, and sewage maintainence. JPA with School and Sanitary District focus on: maintainence, facilities, program development.East Palo Alto residents pay taxes to the County of San Mateo, Sequoia Union High School District, Ravenswood City School District, Sanitary District. Joint Powers Agreements and regional planning is neeeded so our tax dollars will be utilized more effectively. Over 1.7 millions has been paid to County of San Mateo for City office space. Counties typically give Cities property when they incorporate. I am proposing that the County give the City this building, and also give us a rent rebate. The rebate could be given in the form of services such as traffic enforcement. Joint Powers Agreements will benefit the regional planning process on issues of flooding, traffic, storm drain, and sewage maintainence. System are so innerconnected that improvement in one area affect other juridictions. A JPA with the Ravenswood School and Sanitary District designed to share cost of vehicle maintainence, gasoline, facility and program development will provide more service to our people. |
