Case Study: The Downtown ProjectGrand Avenue Downtown Project While in favor of enhancing the look of the downtown business district, I have concerns over several issues. I look forward to the public hearings to help plot the course of this project with regards to business owner and resident feedback. Project Cost Estimated at $1.8 million. It was my understanding (based on the original traffic calming proposal), that funds required to complete this project would be from grants with no impact to the city's budget. I am concerned that adequate grant monies remain available to cover the total cost of this project. Drainage Having lived in this community for 10 years, I am very worried about the impact the proposed bulb-outs will have on the problematic water drainage issues in the downtown area. Having been the victim of a traffic accident at the intersection of 8th and Grand during a heavy rain, I am very hesitant to accept the bulb-out design with its limited "flow-through" design. I feel we, as a community need to seriously consider infrastructure improvements such as storm drains before proceeding with this project. While running the risk of impacting the balance of available grant funds, I feel this is the only responsible course of action. Thoughts on the Business Environment in Grover Beach Recent issues have arisen with regards to the existing zoning ordinances and the way business owners are treated in general have become a real concern to me and other members of this community. The current zoning ordinance seems to have been based on good intent, but does not seem to be realistic in the current environment the commercial district exists. The recent public hearings and council action related to a barber shop provide an illustration of an ordinance that does not allow flexibility to address the minimization of the commercial vacancy factor along our business district. With much focus on the revitalization of the downtown area, the last thing we need are more empty storefronts. I feel it critical to support the establishment of businesses that enhance our community. While not a source of sales tax revenues, the barbershop (and other businesses like it) provides a "feeder" business to other retail stores in the neighborhood. I do not just say I am pro business, I want to work to actually encourage and retain responsible businesses in Grover Beach. |
