Growth and Affordability

Must require university to house their students. Bank land for affordable housing. Emergency water supplies necessary (desalinization).
We have a severe problem constraining and managing growth at the university. By the university adding thousands of students without meeting their commitment to housing those students, we put additional pressure on affordable housing in the city. It may require some firm, yet drastic measures to convince the university to meet its commitments. As there is limited available land for affordable housing and other activities of a public nature (soccor fields, skateparks, etc), it is essential that we begin now to bank available land in the community. Given the growth that has already occurred, we need to assure emergency water supplies. Those supplies need to be developed in coordination with other water districts to assure that it is available when needed and that it does not induce further growth.
