If we had a drought today like the one that occurred in 1997-98, we would face a water shortage of 40% or more. We cannot afford to wait for a drought, but must begin preparing now. The City's Water Commission is nearing completion of a comprehensive water plan. As we move toward implementing the best options presented, we need to carefully balance our need for increased supply with our desire to protect the environment. Any plan approved needs to: Have conservation measures and public education on water usage foremost. Include a commitment to better use current sources before turning to new ones, by carefully studying improvements to existing facilities and water reclamation projects. Protect our environment, including sensitive habitats for endangered species such as the Coho Salmon. Consider the regional nature of our water situation, and engage in regional solutions where feasible. The Commission's report should be completed in the next few months. At that time, the City should host several well-advertised public hearings and workshops to educate the public on the issues and solicit input. It is crucial that there be wide participation from City residents, non-city residents served by the Water Department, and other stakeholders such as environmental groups, and that the plan approved be supported by the community. |
