This is the highest priority issue for the City Council to face in the next term. A combination of approaches is needed to address this issue. We can:

Discontinue giving waivers to the low-income housing inclusionary requirements in new developments. Consider increasing in-lieu fees and/or percentage of low- and very-low income housing required.

Support changes to Downtown Recovery Plan that will encourage housing, such as reducing the parking requirement for housing in downtown, and use more redevelopment funds to support low- and very-low income rental units in new construction.

Support a property transfer tax ("Speculation Tax") ballot measure to fund affordable housing programs.

Protect our existing Section 8 (HUD-sponsored) housing for seniors and other low-income residents.

Fund a Housing Land Trust to purchase properties, so that low- and very-low income housing can be mandated in perpetuity.

Purchase foreclosed and/or distressed housing properties for the purpose of stabilizing rents and housing property costs.

Work with residents to build low-income housing in the Beach Flat area.

Start an amnesty program for granny units that are made into low- and very-low-income housing.

Insist that UCSC live up to its commitment to house 70% of its students.
