Rob's plan to promote regional sharing of sales taxes to help combat sprawl
Due to the Governor and Legislature shifting property taxes away from local governments over the last 20 years, many Cities and Counties in California have fought over sales tax as a means of providing services to their communities. This fiscalization of land use causes the untenable situation where communities compete for sources of sales tax (big box retail, auto malls, shopping centers). It often distorts policy and leads to sprawl development. Rob proposed that the Sacramento Area Council of Governments form a study group to form a six County sales tax authority to share sales tax growth within the region, and suggested that a priority for that growth would be investment in schools and education. This idea is currently being studied by SACOG, and has been hailed by the Sacramento BEE as one of the best policy ideas recently.
