Full disclosure of yearly budgets, perks and operational budgetsThe consolidation of Water Districts has been designed on the surface for cost efficiency, removal of duplicative efforts and the creation of a regional policy designed to address future concerns. Sounds good on paper, however the "usual suspects" are in charge of the asylum! Interestingly, several members of regional water boards are now running for local boards as well. Forget about the "double dipping", the accumulation of "power at the top" does not bode well for independent thought or for any variance to the current "modus operendai". For those of us concerned with water quality and the application of proper funding in this effort, the Administrators and Board Members should have their feet put to the fire. Since the reorganization is under way, it seems most fitting now to start with a "clean slate" and understand how much has been spent in Administrative Cost before and how much we plan on saving in the future. Additionally, rearranging the deck chairs should not be the only cost saving involved and will require an independent audit which gives us a current "state of District" scenario for each District. Allocations and projections should be challenged and coordinated as required. Everyone will support "clean water", the question remains "just how much of what the public is willing to pay" will actually create that prospect. |
