Connie was born and raised locally. Her involvement in politics started in her early teens, when through her older brother, she became involved in local city council and school district elections.

Connie is part of the first generation in her family to attend college. She completed her B.S. in Zoology and M.S. in Biology at California State University Long Beach. Her thesis research was on the California Least Tern, one of the endangered birds found at Bolsa Chica.

Connie is currently a full time professor of Biology at Cerritos Community College in Norwalk. In addition to her teaching responsibilities she has secured and managed over one half a million dollars in grant funding for the College. Connie is a recipient of numerous teaching awards.

When Connie and her husband moved to Huntington Beach she focused her community involvement on the Bolsa Chica issue. She is a Past President of the Bolsa Chica Land Trust, and an active member of the board. Currently Connie leads the Trust's advocate program.

From her involvement in the Bolsa Chica issue, Connie became interested in wider land use and social issues in Huntington Beach. This, along with the encouragement and support of many in the community, led her to run for City Council.

Connie lives on the east side of the city with her husband Richard. Her step-son Jeff, daughter-in-law Blanca and 17 month-old grand-daughter, Marina live nearby.
