Maintaining Fiscal Control

By L. L. "Vern" Weber

Candidate for Governing Board Member; Acalanes Union High School District

This information is provided by the candidate
The budget is balanced with appropriate reserves, and long-range facilities plans are in place and funded. The board must provide fiscal control to ensure that district resources are properly managed.
My professional experience qualifies me as an expert in the areas of budgeting and facilities planning. With that expertise, I can provide the community with the assurance that their tax dollars will be closely monitored to ensure maximum effectiveness and accountability. At the same time, however, I assure the administration and community that I will not be a "micro-manager" who constantly looks over the shoulders of employees. The day-to-day operations should be left to those employees assigned to do the job. Issues should be processed according to policy and procedure, only reaching the board after proper procedures have been followed.

In the area of facilities planning, the district administration has done an excellent job. The district has both a plan and the necessary resources to implement it. The funding has come from a combination of state and local sources. On the state level, the district has applied for and received its maximum eligibility, currently consisting of $15.9 million of state dollars for modernization projects at the five campuses and $940,000 for a growth project at Acalanes High School. District funding comes from a General Obligation bond that passed several years ago and reserves held from the prior sale of surplus property. The board's role in the area of facilities planning and implementation is to review the plans and projects brought before it and to ensure that the district's facilities priorities are met.
