In a September 29. 2000 editorial, THE CONTRA COSTA TIMES wrote "Hoffmann raises some good points and has a background in administration. If the electorate chooses not to attend (Fire Protection District Board of Director's) meetings, the responsibility lies with them."

In a November 2, 2000 editorial, The SAN RAMON VALLEY HERALD wrote "Four of the five director's positions are up for election Tuesday in the San Ramon Valley Fire Protection District.
The district, established in 1921 when the area was truely rural, covers an area of 160 square miles and 110,000 people...a figure that increases by 30,000 during business hours at the Bishop Ranch Business Park. It has a $26 million budget. The district is funded off property taxes...For the other (full term) three director slots, incumbents Thomas M. Bongi, Stephen P. Morgan, and Kenneth Sandy are faced by Ralph Hoffmann, a retired Chemical Engineer."
