The Endangered Species Act is a federal law we all must obey.
Up until now, every new development must incrementally try to comply with the Act, often without regional planning or cooperation. There is great frustration by those who try to comply because the Federal Fish and Wildlife Service appears to be inconsistent in how to administer the Act. By doing a Habitat Conservation Plan, the county can plan regionally for how it will meet ESA, while also providing a consistent approach for approving projects and defining the appropriate mitigation.
