Are city commissioners effective in insuring public participation in decision-making process?

If an observer chose to attend the regular commission meetings, with a few exceptions, what one will find is an audience of repeat persons, repeating the same song to the same choir. Perhaps that is democracy at its finest. As we anoint the important contribution of these participants, we must impose a system that reaches out to include nontraditional persons to serve on boards and commissions. These new faces and minds can contribute to the betterment of the city and will lock the revolving door of patronage. Specifically, a mandatory term limit for Boards and Commissions must be enforced that closes the loopholes and forbade persons from serving in perpetuity and jumping from ship to shore to bore with the continual intent of essentially conducting legislative proceedings without the endorsed and voting will of the people.
